2018年是贯彻党的十九大精神的开局之年，是改革开放40周年，是决胜全面建成小康社会、实施“十三五”规划承上启下的关键一年。全民阅读工作要深入贯彻落实习近平新时代中国特色社会主义思想和党的十九大精神，创新思路、创新方法、创新举措，通过全年化、常态化、制度化，体系化、工程化、项目化，加快构建全民阅读推广服务体系，扎实推动新时代全民阅读工作更加快速、更加深入、更加全面、更加科学发展。
2018 is the starting year for implementing the spirit of the 19th National Congress of the Communist Party of China, the 40th anniversary of reform and opening up, and a crucial year for achieving the goal of building a moderately prosperous society in all respects and implementing the 13th Five Year Plan.
一、广泛开展各类全民阅读活动，掀起新时代全民阅读新热潮
1、 Widely carry out various national reading activities and ignite a new wave of national reading in the new era
（一）开展“书香中国”系列活动。总局将会同相关省份共同办好“2018书香中国”系列活动启动仪式。各地要开展内容丰富、形式多样的各类读书节（日）、读书周、读书月、读书季等全民阅读重大活动，不断提升群众参与度、平台辐射面和品牌号召力。办好全国书博会、刊博会及地方书展书市等各类行业展会，通过论坛讲座、评书荐书、名家签售等人民群众喜闻乐见的形式，将之打造成为连接读书人、写书人、出书人、评书人的全民阅读盛会。
（1） Carry out the “Bookish China” series of activities. The General Administration will jointly hold the launch ceremony of the “2018 Bookish China” series of activities with relevant provinces. Various regions should carry out major national reading activities such as book festivals (days), book weeks, book months, and book seasons with rich content and diverse forms, continuously enhancing public participation, platform radiation, and brand appeal. Organize various industry exhibitions such as the National Book Expo, Magazine Expo, and local book fairs, and create a popular reading event that connects readers, writers, publishers, and reviewers through forums, lectures, book recommendations, and celebrity signings.
（二）开展主题阅读活动。要把学习宣传贯彻党的十九大精神作为首要政治任务，引导广大干部群众把思想统一到习近平新时代中国特色社会主义思想和党的十九大精神上来，把力量凝聚到落实党的十九大提出的各项重大部署上来。要以隆重庆祝改革开放40周年为契机，深入宣传习近平总书记全面深化改革重要思想。要通过组织开展主题演讲、读书征文、知识竞赛等主题读书活动，大力推动习近平新时代中国特色社会主义思想深入人心。
（2） Carry out themed reading activities. We must take the study, publicity, and implementation of the spirit of the 19th National Congress of the Communist Party of China as the primary political task, guide the broad masses of cadres and the masses to unify their thinking with Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era and the spirit of the 19th National Congress of the Communist Party of China, and concentrate their efforts on implementing the major deployments put forward at the 19th National Congress of the Communist Party of China. We should take the opportunity of celebrating the 40th anniversary of reform and opening up with great enthusiasm, and deeply promote General Secretary Xi Jinping’s important thought of comprehensively deepening reform.
（三）开展全民阅读“七进”活动。大力推动全民阅读进农村、进社区、进家庭、进学校、进机关、进企业、进军营，使阅读活动更加深入基层、深入群众。建立和完善推介机制，开展好“书香之家”、“书香之村（社区）”、“书香之乡（镇、街道）”、“书香企业”、“书香机关”等推荐活动，展现基层群众的读书传统和读书风采，发挥典型榜样的引领示范作用。充分利用公共图书馆、农家书屋、社区书屋、职工书屋等全民阅读设施，开展各种形式的阅读活动。
（3） Carry out the “Seven Entries” campaign for nationwide reading. Vigorously promote nationwide reading in rural areas, communities, families, schools, government agencies, enterprises, and military camps, so that reading activities can penetrate more deeply into the grassroots and the masses. Establish and improve the promotion mechanism, carry out recommendation activities such as “Book Fragrance Home”, “Book Fragrance Village (Community)”, “Book Fragrance Township (Town, Street)”, “Book Fragrance Enterprise”, “Book Fragrance Agency”, etc., showcase the reading tradition and style of grassroots people, and play a leading and demonstrative role as typical examples. Make full use of public libraries, rural libraries, community libraries, staff libraries and other public reading facilities to carry out various forms of reading activities.
（四）开展全民阅读宣传活动。重视和发挥各类媒体的宣传优势，推进全民阅读宣传推广理念创新、手段创新、内容创新。组织广播电台、电视台、报刊和互联网站、微信、微博、新闻客户端等通过新闻报道、专题专栏（节目）、公益广告等方式，宣传优秀出版物，普及阅读知识，培养阅读习惯。鼓励和支持各类媒体深入基层，抓取第一手新闻素材，通过专题报道、深度报道、系列报道等，大力宣传各地有代表性的基层百姓感人读书故事，展现书香魅力。
（4） Carry out a nationwide reading promotion campaign. Pay attention to and leverage the promotional advantages of various media, promote innovation in the concept, methods, and content of nationwide reading promotion. Organize radio stations, television stations, newspapers and Internet websites, WeChat, microblog, news clients, etc. to publicize excellent publications, popularize reading knowledge and cultivate reading habits through news reports, special columns (programs), public service advertisements, etc. Encourage and support various media to go deep into the grassroots, capture first-hand news materials, vigorously promote representative stories of grassroots people’s touching reading through special reports, in-depth reports, series of reports, etc., and showcase the charm of books.
二、加快建立全民阅读推广服务体系，为人民群众提供更好阅读条件
2、 Accelerate the establishment of a nationwide reading promotion service system to provide better reading conditions for the people
（一）加大优质内容推介力度。进一步完善面向不同读者群体的优秀出版物推介宣传机制，积极做好宣传习近平新时代中国特色社会主义思想出版物推荐工作，继续做好“大众喜爱的50种图书”、向全国青少年推荐优秀出版物、向全国老年人推荐优秀出版物、优秀少儿报刊、优秀网络文学原创作品等推优工作，并将之作为全民阅读设施购书配书的重要参考。通过开展专题展示展销、举办书评大赛等，不断扩大优秀出版物的社会影响力。加强和改进书评机制，加强对各类图书排行榜的引导和管理。
（1） Intensify efforts to promote high-quality content. Continuously expanding the social influence of excellent publications through special exhibitions and book review competitions. Strengthen and improve the book review mechanism, and enhance the guidance and management of various book rankings.
（二）完善全民阅读设施体系。根据基本公共文化服务有关标准，科学规划、合理布局，加快建设和完善覆盖城乡、实用便利、服务高效的公共图书馆、青少年宫、乡镇（街道）和村（社区）基层综合性文化服务中心、农家书屋、公共阅报栏（屏）等全民阅读设施。积极推进城市书吧、社区书屋、职工书屋等新型阅读空间建设。大力支持实体书店发展，形成布局合理、功能完善、主业突出、多元经营的实体书店发展格局。加快推进公共数字化阅读平台建设。
（2） Improve the system of reading facilities for all citizens. According to the relevant standards of basic public cultural services, we will scientifically plan and reasonably layout, accelerate the construction and improvement of public libraries, youth centers, township (street) and village (community) grassroots comprehensive cultural service centers, rural libraries, public newspaper reading columns (screens) and other reading facilities that cover urban and rural areas, are practical, convenient and efficient in service. Actively promote the construction of new reading spaces such as urban book bars, community bookstores, and staff bookstores. Strongly support the development of physical bookstores, forming a development pattern of physical bookstores with reasonable layout, complete functions, prominent main businesses, and diversified operations. Accelerate the construction of public digital reading platforms.
（三）加强全民阅读指导服务。全民阅读设施管理单位应当根据全民阅读设施的功能，向公众提供出版物借阅、阅读指导、阅读能力培训等服务并公示服务项目，改善服务条件，提高服务水平。鼓励和支持高等院校和科研单位进行阅读推广研究，鼓励从跨学科的角度创新研究方法，创新阅读推广理论，创新阅读推广方法。和高等院校合作建设全民阅读研究中心，建立全民阅读智库。加快建立和完善书香社会指标体系，定期发布所辖各市县的阅读状况调查报告。
（3） Strengthen the guidance services for nationwide reading. The management unit of the national reading facilities shall provide services such as publication borrowing, reading guidance, and reading ability training to the public according to the functions of the national reading facilities, and publicize service projects, improve service conditions, and enhance service levels. Encourage and support higher education institutions and research institutions to conduct research on reading promotion, encourage innovative research methods from interdisciplinary perspectives, innovate reading promotion theories, and innovate reading promotion methods. Cooperate with higher education institutions to establish a national reading research center and establish a national reading think tank. Accelerate the establishment and improvement of the bookish social indicator system, and regularly release survey reports on the reading status of each city and county under its jurisdiction.
三、不断加大保障力度，着力推动重点群体、困难群体、特殊群体阅读

（一）重点推动少年儿童阅读。加强对少儿阅读规律的研究和运用，探索建立中国少年儿童阶梯阅读体系。大力倡导和开展家庭阅读、亲子阅读活动，着力培养阅读兴趣、阅读习惯。鼓励学校开展阅读指导、开设必要的阅读课程、开展多种形式的校园阅读活动。充分利用各种青少年活动场所，开展校外阅读活动。扩大“书香·童年”阅读工程试点范围，继续组织开展“百社千校”阅读活动、“我的书屋·我的梦”农村少年儿童阅读实践活动，进一步保障农村留守儿童、城市流动儿童、贫困家庭儿童的基本阅读需求。
（1） Focus on promoting reading among young children. Strengthen the research and application of children’s reading patterns, and explore the establishment of a tiered reading system for Chinese children. Vigorously advocate and carry out family reading and parent-child reading activities, focusing on cultivating reading interest and reading habits. Encourage schools to provide reading guidance, offer necessary reading courses, and carry out various forms of campus reading activities. Make full use of various youth activity venues and carry out extracurricular reading activities. Expand the pilot scope of the “Book Fragrance · Childhood” reading project, continue to organize and carry out the “Hundred Societies and Thousand Schools” reading activities, and the “My Bookstore · My Dream” rural children’s reading practice activities, further ensuring the basic reading needs of rural left behind children, urban migrant children, and children from poor families.
（二）大力倡导党政干部阅读。建立和完善党员干部读书学习制度，倡导党员干部带头读书学习，激发广大党员干部的读书学习热情，增强读书学习本领，营造善于读书学习、勇于实践探索的浓厚氛围，大兴学习之风，建设学习大国。倡导建立学习型党组织，真正把读书学习当成一种政治生活、一种工作责任、一种精神追求，自觉做到爱读书读好书善读书。办好中央和国家机关“强素质·作表率”主题读书活动和各类机关读书活动。
（2） Vigorously advocate reading for party and government cadres. Establish and improve the system of reading and learning for Party members and cadres, advocate Party members and cadres to take the lead in reading and learning, stimulate the enthusiasm of the vast number of Party members and cadres for reading and learning, enhance their reading and learning abilities, create a strong atmosphere of being good at reading and learning, daring to practice and explore, promote a learning atmosphere, and build a learning country. Advocate the establishment of a learning oriented party organization, truly regard reading and learning as a political life, a work responsibility, and a spiritual pursuit, and consciously strive to love reading, read good books, and be good at reading. Organize the theme reading activities of “Strengthening Quality and Setting an Example” for central and state organs, as well as various reading activities for government agencies.
（三）切实保障困难群体阅读。推动建立和完善对困难群体的文化帮扶机制，扩大帮扶范围，为困难群体提供阅读保障。鼓励社会各界开展多种形式的捐书助读活动。继续扩大“书香中国e阅读”工程的覆盖范围，为进城务工人员提供更多更好的优质免费电子书刊。会同残联开展内容丰富多彩、形式新颖多样的文化助残读书活动。加快推动盲文出版和盲人阅读工程，积极推动盲人读物融合出版与传播平台的建设，为各类盲用阅读设备提供内容资源和传播服务。
（3） Effectively ensuring reading for disadvantaged groups. Promote the establishment and improvement of cultural assistance mechanisms for disadvantaged groups, expand the scope of assistance, and provide reading guarantees for disadvantaged groups. Encourage all sectors of society to carry out various forms of book donation and reading assistance activities. Continue to expand the coverage of the “Bookish China E-Reading” project and provide more and better high-quality free electronic books and magazines for migrant workers in cities. Together with the Disabled Persons’ Federation, we will carry out diverse and innovative cultural reading activities to assist the disabled. Accelerate the promotion of Braille publishing and blind reading projects, actively promote the construction of integrated publishing and dissemination platforms for blind reading materials, and provide content resources and dissemination services for various types of blind reading devices.
四、汇聚各方力量，不断增强共同推动全民阅读的强大动力

（一）加强统筹协调相关部门。各省级新闻出版广电部门要更加积极主动开展工作，推动建立和完善各部门共同参与的工作协调机制，争取相关部门大力支持，组织协调教育、文化、民政、妇联、残联、共青团、工会等部门在各自职责范围内开展全民阅读相关工作。发挥公共图书馆、基层综合性文化服务中心、农家书屋等全民阅读设施推广全民阅读的重要作用，对图书馆馆员、农家书屋管理员、阅读推广人等基层全民阅读工作者进行全民阅读推广系统培训。
（1） Strengthen overall coordination and coordination among relevant departments. Provincial news, publishing, broadcasting and television departments should be more proactive in carrying out their work, promoting the establishment and improvement of a work coordination mechanism involving all departments, striving for strong support from relevant departments, and organizing and coordinating education, culture, civil affairs, women’s federations, disabled persons’ federations, youth leagues, trade unions and other departments to carry out national reading related work within their respective responsibilities. Give full play to the important role of public libraries, grassroots comprehensive cultural service centers, rural libraries and other public reading facilities in promoting reading for all, and provide systematic training on promoting reading for grassroots public reading workers such as librarians, rural library administrators, and reading promoters.
（二）有力动员引导社会各界。充分发挥热心阅读推广的社会名人、文化名家的阅读引领作用，建立阅读推广人队伍，提升阅读推广人的阅读推广能力。鼓励和支持文化团体、教育机构和其他社会组织开展阅读推广服务，培育一批具有广泛影响力的阅读推广机构。组织开展优秀阅读推广人、优秀阅读推广机构、阅读示范基地、阅读示范项目等推荐活动。加大政府购买服务力度，调动社会力量共同参与全民阅读工作。加快推动建立各级全民阅读促进会，更好整合社会各界力量。
（2） Effectively mobilize and guide all sectors of society. Fully leverage the leading role of social celebrities and cultural experts who are enthusiastic about reading promotion, establish a team of reading promoters, and enhance their reading promotion abilities. Encourage and support cultural groups, educational institutions, and other social organizations to provide reading promotion services, and cultivate a group of influential reading promotion institutions. Organize and carry out recommended activities such as excellent reading promoters, excellent reading promotion institutions, reading demonstration bases, and reading demonstration projects. Intensify government procurement of services and mobilize social forces to participate in the nationwide reading work. Accelerate the establishment of national reading promotion associations at all levels to better integrate forces from all sectors of society.
（三）切实履行行政主管责任。要积极推动建立和完善各级全民阅读组织领导机构，加快推动本地的全民阅读立法工作，将全民阅读工作纳入法制化轨道。要加强内设全民阅读工作责任处室和队伍建设。加大工作创新力度，实施重点阅读工程，加快国家《全民阅读“十三五”时期发展规划》和本地全民阅读规划的组织落实。加强对所辖市县全民阅读工作的指导和推动，将其工作情况纳入目标管理和考核体系。各省级新闻出版广电部门根据本通知要求，精心制订本地2018年全民阅读工作方案，于2018年2月28日前上报总局。
（3） Effectively fulfill the responsibilities of administrative supervisors. We should actively promote the establishment and improvement of leadership structures for national reading organizations at all levels, accelerate local legislation on national reading, and bring national reading work into the legal track. We need to strengthen the construction of internal departments and teams responsible for national reading work. Intensify work innovation efforts, implement key reading projects, and accelerate the organization and implementation of the national “Thirteenth Five Year Plan for the Development of National Reading” and local national reading plans. Strengthen the guidance and promotion of the nationwide reading work in the cities and counties under its jurisdiction, and incorporate its work into the target management and assessment system. According to the requirements of this notice, the provincial news, publishing, radio and television departments shall carefully formulate the local 2018 national reading work plan and submit it to the General Administration before February 28, 2018. - 国家新闻出版广电总局
