2017年将召开党的十九大，全民阅读工作要全面贯彻党的十八大和十八届三中、四中、五中、六中全会精神，深入贯彻习近平总书记系列重要讲话精神和治国理政新理念新思想新战略，以迎接、宣传、贯彻党的十九大为主线，认真落实《公共文化服务保障法》，围绕组织实施《全民阅读“十三五”时期发展规划》，以重大活动、重点工程、重要项目为抓手，努力构建全民阅读推广服务体系，着力提质增效，为党的十九大胜利召开营造良好文化氛围和社会氛围。

一、着力办好主题阅读活动。2017年4月全国范围开展的“书香中国·全民阅读月”，要围绕迎接党的十九大召开，组织开展主题演讲、经典诵读、读书征文、知识竞赛等丰富多彩的主题阅读活动，唱响共产党好、社会主义好、改革开放好、伟大祖国好、各族人民好的时代主旋律。积极办好各类读书节、读书周、读书月、读书季等全民阅读活动，充分发挥领导干部、社会名人、文化名家的阅读引领作用，提升群众参与度、平台辐射面和品牌号召力。
1、 Focus on organizing themed reading activities. The “Bookish China · National Reading Month” launched nationwide in April 2017 will focus on welcoming the 19th National Congress of the Communist Party of China, organizing a variety of themed reading activities such as keynote speeches, classic recitation, reading essay contests, and knowledge competitions, singing the main theme of the times that the Communist Party is good, socialism is good, reform and opening up is good, the great motherland is good, and all ethnic groups are good. Actively organize various national reading activities such as book festivals, book weeks, book months, and book seasons, fully leverage the leading role of leading cadres, social celebrities, and cultural experts in reading, enhance public participation, platform radiation, and brand appeal.
二、着力提供优质阅读内容。完善面向不同群体的优秀出版物推介宣传机制，推动优秀出版物展示展销常态化，满足人民群众不断增长的精神文化需求。努力抓好深化宣传习近平总书记系列重要讲话精神和治国理政新理念新思想新战略、迎接党的十九大等主题出版物推荐工作。抓好文艺原创、哲学社会科学、重大科技等精品出版工程和重大出版工程出版物推荐工作。
2、 Focus on providing high-quality reading content. Improve the promotion and publicity mechanism for excellent publications targeting different groups, promote the normalization of exhibition and sales of excellent publications, and meet the growing spiritual and cultural needs of the people. 三、着力完善基础阅读设施。加快推进城乡公共阅读服务资源整合和互联互通，盘活用好存量资源，精准配置增量资源，因地制宜推进基层综合性文化服务中心建设，建立覆盖城乡、实用便利的全民阅读基础设施体系。完善各类图书馆、农家书屋、社区书屋、职工书屋等基础阅读设施的长效管理机制，通过政府购买服务等方式，着力提升藏书质量，不断提高服务水平。大力支持实体书店发展，更好发挥实体书店的社会服务功能。充分利用互联网技术，建立全民阅读数字资源平台，提供数字化阅读服务。
3、 Focus on improving basic reading facilities. Accelerate the integration and interconnection of urban and rural public reading service resources, make good use of existing resources, accurately allocate incremental resources, promote the construction of grassroots comprehensive cultural service centers according to local conditions, and establish a practical and convenient national reading infrastructure system covering urban and rural areas. Improve the long-term management mechanism of basic reading facilities such as libraries, rural libraries, community libraries, and staff libraries, and focus on improving the quality of book collections and continuously enhancing service levels through government procurement of services. Strongly support the development of physical bookstores and better leverage their social service functions. Make full use of Internet technology to establish a digital resource platform for all people to read and provide digital reading services.
四、着力促进少年儿童阅读。开展内容丰富、形式多样的家庭阅读活动，不断推动亲子阅读。加强中小学书香校园建设，开展多种形式的校园阅读活动，充分利用少年宫、儿童活动中心、农家书屋等开展校外阅读活动。鼓励和支持阅读推广人广泛开展少儿阅读推广活动，加强对少儿阅读规律的研究和运用，探索建立中国儿童阶梯阅读体系。着力保障农村留守儿童、城市流动儿童、贫困家庭儿童的基本阅读需求，扩大“书香·童年”阅读工程试点范围，加快提高我国少年儿童的整体阅读水平。
4、 Efforts should be made to promote reading among young children. Carry out rich and diverse family reading activities to continuously promote parent-child reading. Strengthen the construction of bookish campuses in primary and secondary schools, carry out various forms of campus reading activities, and make full use of youth centers, children’s activity centers, and rural libraries to carry out extracurricular reading activities. Encourage and support reading promoters to widely carry out children’s reading promotion activities, strengthen research and application of children’s reading patterns, and explore the establishment of a Chinese children’s tiered reading system. Efforts will be made to ensure the basic reading needs of rural left behind children, urban migrant children, and children from impoverished families, expand the pilot scope of the “Bookish Childhood” reading project, and accelerate the improvement of the overall reading level of children in China.
五、着力倡导领导干部阅读。发挥党员领导干部带头读书学习的重要示范作用，激发广大党员干部的读书学习热情，带领本单位、本系统、本地区大兴读书学习之风。办好中央和国家机关“强素质·作表率”主题读书活动和各类机关读书活动，努力做到学以致用。
5、 Efforts should be made to promote reading among leading cadres. Give full play to the important exemplary role of Party members and leading cadres in taking the lead in reading and learning, stimulate the enthusiasm of Party members and cadres for reading and learning, and lead the unit, system, and region to vigorously promote the trend of reading and learning. Organize the theme reading activities of “Strengthening Quality and Setting an Example” for central and state organs, as well as various reading activities for organs, and strive to apply what we have learned.
六、着力推动基层群众阅读。继续推进全民阅读进农村、进社区、进家庭、进学校、进机关、进企业、进军营，让阅读活动真正深入到基层，普及到群众。开展“书香之家”、“书香之村（社区）”、“书香之乡（镇、街道）”、“书香企业”、“书香机关”推荐活动，完善推荐机制，展现基层群众的读书传统和读书风采，发挥典型榜样的带动作用。指导高校大学生和中青年人群建立读书会并开展读书活动。切实保障特殊群体、困难群体的基本阅读需求。
6、 Efforts will be made to promote reading among grassroots people. Continue to promote nationwide reading in rural areas, communities, families, schools, government agencies, enterprises, and military camps, so that reading activities can truly penetrate into grassroots and popularize to the masses. Carry out recommendation activities for “Bookish Home”, “Bookish Village (Community)”, “Bookish Township (Town, Street)”, “Bookish Enterprise”, and “Bookish Agency”, improve the recommendation mechanism, showcase the reading tradition and style of grassroots people, and play a leading role as typical role models. Guide college students and middle-aged and young people to establish book clubs and carry out reading activities. Effectively guarantee the basic reading needs of special and disadvantaged groups.
七、着力营造良好阅读氛围。重视和发挥各类媒体的宣传优势，大力推进全民阅读推广理念创新、手段创新、载体创新。组织各类媒体深入街道社区、乡镇农村等基层，抓取第一手新闻素材，通过典型报道、深度报道、专题报道、系列报道，把鲜活读书故事、先进读书人物传递给广大读者。充分发挥正面宣传鼓舞人、激励人的作用，多宣传读书陶冶情操、读书改变命运、读书成就人生等感人故事，做到有主题、讲故事，长流水、不间断，让全民阅读理念春风化雨、润物无声。
7、 Focus on creating a good reading atmosphere. Pay attention to and leverage the promotional advantages of various media, vigorously promote innovation in the concept, methods, and carriers of promoting nationwide reading. Organize various media to go deep into grassroots areas such as streets, communities, towns, and rural areas, capture first-hand news materials, and pass on vivid reading stories and advanced reading figures to readers through typical reports, in-depth reports, special reports, and series of reports. Give full play to the role of positive propaganda in inspiring and motivating people, promote touching stories such as reading cultivates sentiment, reading changes destiny, and reading achieves life, etc., achieve themes, tell stories, flow continuously, and let the concept of reading for the whole nation flourish and moisten things silently.
八、着力加强组织协调工作。进一步建立和完善全民阅读组织领导机构，充分发挥新闻出版广电、宣传、教育、文化、民政、妇联、共青团、工会等相关部门的职能作用，贯彻落实全民阅读工作部署要求，确保责任分工明确，计划组织严密，任务落实到位。加快推动地方全民阅读立法工作，制订发布地方全民阅读规划，将全民阅读纳入法制化轨道。研究建立和完善全民阅读状况监测评估机制，加强监督检查，务求取得实效。
8、 Focus on strengthening organizational coordination work. Further establish and improve the leadership structure of the national reading organization, fully leverage the functions and roles of relevant departments such as news, publishing, broadcasting, publicity, education, culture, civil affairs, women’s federations, youth leagues, trade unions, etc., implement the deployment requirements of the national reading work, ensure clear division of responsibilities, rigorous planning and organization, and effective task implementation. Accelerate the legislative work of promoting local national reading, formulate and release local national reading plans, and incorporate national reading into the legal track. Study the establishment and improvement of a monitoring and evaluation mechanism for national reading status, strengthen supervision and inspection, and strive to achieve practical results.
各省级新闻出版广电行政部门要根据本通知要求，精心制订本地2017年全民阅读工作方案，于2017年2月10日前上报总局，同时要注意梳理归纳、总结经验，在年底前上报2017年全民阅读工作总结。
