为进一步贯彻落实党中央、国务院关于倡导和开展全民阅读的战略部署,结合中央办公厅、国务院办公厅《关于加快构建现代公共文化服务体系的意见》的任务要求,国家新闻出版广电总局在多年倡导并组织开展全民阅读工作、建设“书香中国”的基础上,决定继续组织开展2015年全民阅读工作。现就有关事项通知如下。
In order to further implement the strategic deployment of the Party Central Committee and the State Council on advocating and carrying out national reading, and in accordance with the task requirements of the “Opinions on Accelerating the Construction of a Modern Public Cultural Service System” issued by the General Office of the Central Committee and the General Office of the State Council, the State Administration of Press, Publication, Radio, Film and Television has decided to continue organizing and carrying out national reading work in 2015 on the basis of advocating and organizing national reading work for many years and building a “bookish China”. The relevant matters are hereby notified as follows.
一、丰富优秀出版产品供给。坚持以人民为中心的工作导向,推出更好更多深入宣传阐释习近平总书记系列重要讲话精神、加强中国特色社会主义和中国梦宣传教育、培育和践行社会主义核心价值观、传承和弘扬中华优秀传统文化的优秀出版物。进一步实施精品战略,在人文社科、科学技术等领域,策划推出一批体现国家意志、代表国家水平的标志性出版项目。组织编辑、作者等深入生活、扎根人民,走与时代相结合的文艺道路,推出一批无愧于时代的优秀文艺作品。精心推出一批知识性、科学性、艺术性、趣味性相统一的优秀少儿出版物。
1、 Enrich the supply of excellent publishing products. Adhere to the people-centered work orientation, launch better and more in-depth propaganda and interpretation of the spirit of General Secretary Xi Jinping’s series of important speeches, strengthen the publicity and education of socialism with Chinese characteristics and the Chinese Dream, cultivate and practice the core socialist values, and inherit and promote excellent traditional Chinese culture in excellent publications. Further implement the strategy of producing high-quality products, and plan to launch a number of landmark publishing projects that reflect the national will and represent the national level in fields such as humanities and social sciences, science and technology. Organize editors, authors, and others to deeply immerse themselves in life and root themselves in the people, take a literary and artistic path that is in line with the times, and launch a batch of outstanding literary and artistic works that are worthy of the times. Carefully launch a batch of excellent children’s publications that combine knowledge, science, art, and fun.
二、加强优秀读物推荐引导。按照分类指导、阶梯阅读的要求,完善针对不同读者群体的推荐机制,加强对各类图书排行榜的引导和管理工作。继续开展“向全国青少年推荐百种优秀图书和百种优秀电子音像出版物”、“向全国少年儿童推荐优秀少儿报刊”、“大众喜爱的50种图书”、“向全国老年人推荐优秀出版物”、“向全国推荐百种优秀民族图书”等推荐活动,组织实施首次“优秀网络文学原创作品推介活动”,充分发挥优秀出版物的引领示范作用。
2、 Strengthen the recommendation and guidance of excellent reading materials. According to the requirements of classification guidance and step-by-step reading, improve the recommendation mechanism for different reader groups, and strengthen the guidance and management of various book rankings. Continue to carry out recommendation activities such as “recommending 100 excellent books and 100 excellent electronic audio-visual publications to young people across the country”, “recommending excellent children’s newspapers and magazines to young people across the country”, “50 popular books among the public”, “recommending excellent publications to elderly people across the country”, “recommending 100 excellent ethnic books across the country”, and organize and implement the first “Excellent Network Literature Original Works Promotion Activity”, fully leveraging the leading and exemplary role of excellent publications.
三、广泛开展主题读书活动。围绕学习宣传贯彻党的十八大和十八届三中、四中全会精神,习近平总书记系列重要讲话精神,中国特色社会主义和中国梦宣传教育,培育和践行社会主义核心价值观等重大主题,以及纪念中国人民抗日战争暨世界反法西斯战争胜利70周年等重要纪念活动,在“4·23”世界读书日、“六一”国际儿童节、国庆节等重要节庆日和重要节点,结合“中国梦·我的梦”和“传承革命精神·弘扬红色文化”等主题实践活动,广泛开展主题出版物展示展销、中华优秀传统文化经典诵读、读书讲座、读书征文、知识竞赛等内容丰富、形式多样的主题读书活动,激发群众阅读热情,弘扬主旋律,传播正能量。
3、 Widely carry out themed reading activities. Focusing on the study, publicity, and implementation of the spirit of the 18th National Congress of the Communist Party of China and the Third and Fourth Plenary Sessions of the 18th Central Committee, the important speeches of General Secretary Xi Jinping, the promotion and education of socialism with Chinese characteristics and the Chinese Dream, and the cultivation and practice of socialist core values, as well as important commemorative activities such as the 70th anniversary of the victory of the Chinese People’s War of Resistance Against Japanese Aggression and the World Anti Fascist War, on important festivals and nodes such as “4.23” World Book Day, “June 1” International Children’s Day, and National Day, combined with theme practice activities such as “Chinese Dream · My Dream” and “Inheriting the Revolutionary Spirit · Promoting Red Culture”, a wide range of theme reading activities with rich content and diverse forms will be carried out, including exhibition and sale of theme publications, recitation of Chinese excellent traditional cultural classics, reading lectures, reading essay contests, Stimulate the enthusiasm of the masses for reading, Promote the main theme and spread positive energy.
四、发挥书香品牌引领作用。巩固“书香中国”阅读活动品牌,积极协调各方力量,努力办好“书香中国·北京阅读季”、“书香中国·上海周”、“江苏读书节”、“书香荆楚”、“书香八闽”、“书香岭南”、“三湘读书月”、“南国书香节”、“天山读书节”、“书香重庆”、“三秦书月”、“书香八桂”、“书香龙江”、“深圳读书月”、“苏州阅读节”等各具特色的“读书节”、“读书月”活动,充分发挥“书香中国”品牌阅读活动的覆盖面和影响力。继续将书博会、书展、书市等各种行业展会与全民阅读工作紧密结合,吸引更多读者参与。做好首届全国“书香之乡(镇、街道)”推荐活动和第二届“书香之家”推荐活动,发挥阅读典型的引领示范作用,展现各地区、各民族人民群众的优秀读书传统和读书风采。

Consolidate the brand of the “Bookish China” reading activity, actively coordinate various forces, and strive to run well the “Bookish China · Beijing Reading Season”, “Bookish China · Shanghai Week”, “Jiangsu Reading Festival”, “Bookish Jingchu”, “Bookish Bamin”, “Bookish Lingnan”, “Sanxiang Reading Month”, “Southern Bookish Festival”, “Tianshan Reading Festival”, “Bookish Chongqing”, “Sanqin Book Month”, “Bookish Bagui”, “Bookish Longjiang”, “Shenzhen Reading Month”, “Suzhou Reading Festival” and other distinctive “Reading Festivals” and “Reading Month” activities, fully leveraging the coverage and influence of the “Bookish China” brand reading activity. Continue to closely integrate various industry exhibitions such as book fairs, book fairs, and book markets with the national reading work, attracting more readers to participate. Carry out the first national “Bookish Hometown (Town, Street)” recommendation activity and the second “Bookish Home” recommendation activity, give full play to the leading and exemplary role of reading models, and showcase the excellent reading traditions and styles of people from all regions and ethnic groups.
五、完善全民阅读设施体系。完善农家书屋出版物补充更新机制,推进数字农家书屋建设,推动农村、城市社区全民阅读服务资源整合和互联互通。加快城乡阅报栏屏建设,在城镇主要街道、公共场所、居民小区等人流密集地点设置阅报栏或电子阅报屏。加快社区书屋、职工书屋、连队书屋、寺庙书屋等基础阅读设施建设,探索长效管理机制。鼓励和支持有条件的其他阅读设施向公众开放。加强流动借书车、自助借书机等流动借阅设施建设。各地要加强出版物发行网点建设,特别是农村和社区网点建设,支持实体书店、书报亭等各类书店的发展,发挥其市场作用和公益功能,满足读者多样化的阅读需求。各地要根据实际情况探索制定当地全民阅读服务标准,并积极引入市场机制,通过政府购买、社会捐助等形式引导社会力量参与,逐步增加为全民阅读服务的资源总量,提高服务效能。
5、 Improve the system of reading facilities for all citizens. Improve the mechanism for supplementing and updating publications in rural libraries, promote the construction of digital rural libraries, and promote the integration and interconnection of reading service resources for rural and urban communities. Accelerate the construction of newspaper reading columns and screens in urban and rural areas, and set up newspaper reading columns or electronic reading screens in densely populated areas such as major streets, public places, and residential communities in urban areas. Accelerate the construction of basic reading facilities such as community libraries, staff libraries, platoon libraries, and temple libraries, and explore long-term management mechanisms. Encourage and support other reading facilities with conditions to be open to the public. Strengthen the construction of mobile borrowing facilities such as mobile borrowing carts and self-service borrowing machines. All regions should strengthen the construction of publication distribution outlets, especially in rural and community areas, support the development of various bookstores such as physical bookstores and newsstands, and give full play to their market and public welfare functions to meet the diverse reading needs of readers. Each region should explore and formulate local standards for national reading services based on actual conditions, actively introduce market mechanisms, guide social forces to participate through government purchases, social donations, and other forms, gradually increase the total amount of resources for national reading services, and improve service efficiency.
六、推动全民阅读深入基层。大力推动农村文艺题材作品创作、“三农”出版物出版发行工作,充分利用农家书屋,开展丰富多彩的农村读书活动。加强少数民族文字及双语出版物出版发行工作。探索实施边远贫困地区、革命老区阅读推广工作者的专项支持计划,加强人力和物力投入,着力推进老少边穷地区居民阅读。充分利用各类阅读设施,开展各种形式的基层读书活动,深入推动全民阅读进农村(牧区)、进社区、进校园、进军营、进企业、进机关、进家庭,真正将全民阅读活动开展到基层群众中去,推动基层群众阅读,传播阅读理念,引领阅读风尚。
6、 Promote nationwide reading at the grassroots level. Vigorously promote the creation of rural literary and artistic works, the publication and distribution of “agriculture, rural areas, and farmers” publications, fully utilize rural libraries, and carry out rich and colorful rural reading activities. Strengthen the publication and distribution of minority languages and bilingual publications. Explore and implement a special support plan for reading promotion workers in remote and impoverished areas and revolutionary old areas, strengthen human and material resources investment, and focus on promoting reading among residents in old, young, border and poor areas. Make full use of various reading facilities, carry out various forms of grassroots reading activities, deeply promote nationwide reading into rural (pastoral) areas, communities, campuses, military camps, enterprises, government agencies, and families, truly carry out nationwide reading activities among grassroots people, promote reading among grassroots people, spread reading concepts, and lead reading trends.
七、保障重点群体基本需求。要着力保障未成年人、农村留守儿童、进城务工人员子女以及残障人士等重点群体的基本阅读需求。 加快实施以中西部贫困地区学龄前儿童为重点对象的“书香·童年”阅读工程的试点工作,不断满足儿童基本阅读需求。加快将进城务工人员阅读服务纳入常住地全民阅读服务体系,探索实施进城务工人员e阅读推广工程,满足进城务工人员的基本阅读需求。继续开展“文化助残公益行动”。各地要大力鼓励和培育针对重点群体阅读的服务与推广项目,扩大政府文化资助和文化采购,探索向困难群体免费发放购书券等。
7、 Ensure the basic needs of key groups. Efforts should be made to ensure the basic reading needs of key groups such as minors, left behind children in rural areas, children of migrant workers in cities, and people with disabilities. Accelerate the pilot work of the “Book Fragrance · Childhood” reading project, focusing on preschool children in poverty-stricken areas in central and western China, and continuously meet the basic reading needs of children. Accelerate the integration of reading services for migrant workers into the national reading service system in their permanent residence, explore the implementation of the E-reading promotion project for migrant workers, and meet their basic reading needs. Continue to carry out the ‘Cultural Assistance for the Disabled Public Welfare Action’. Various regions should vigorously encourage and cultivate service and promotion projects targeting key groups for reading, expand government cultural funding and procurement, and explore the distribution of free book vouchers to disadvantaged groups.
八、不断创新方式推广阅读。开展“全民阅读报刊行”活动、“强素质·作表率”主题读书活动、“百社千校”中小学生阅读活动等。组织动员各类数字出版内容投送平台,开展主题突出、内容丰富、形式多样的主题数字阅读活动。组织热心阅读的社会名人、文化名家,开展全民阅读大讲堂活动。探索建立阅读推广人队伍,积极开展阅读推广服务。鼓励和支持民间阅读推广机构以及各种社会力量开展各种捐书助读等阅读推广工作。各地要积极探索建立全民阅读状况调查监测评估机制,定期发布阅读指数。
8、 Continuously innovate ways to promote reading. Carry out activities such as the “National Reading of Newspapers and Magazines Campaign”, the “Strengthening Quality and Setting an Example” themed reading activity, and the “Hundred Societies and Thousand Schools” reading activity for primary and secondary school students. Organize and mobilize various digital publishing content delivery platforms to carry out themed digital reading activities with prominent themes, rich content, and diverse forms. Organize social celebrities and cultural experts who are enthusiastic about reading, and carry out a national reading lecture hall activity. Explore the establishment of a team of reading promoters and actively carry out reading promotion services. Encourage and support non-governmental reading promotion organizations and various social forces to carry out various reading promotion work such as donating books to assist reading. Various regions should actively explore the establishment of a national reading status survey, monitoring, and evaluation mechanism, and regularly release reading indices.
九、加强全民阅读宣传服务。积极利用报刊、电视、广播、网络等媒介,加强全民阅读公益广告投放工作。继续组织“全民阅读媒体联盟”成员单位深入基层,开展“书香中国万里行”活动,充分发挥新媒体的宣传推广功能。鼓励各类媒体办好全民阅读的专栏、专题、专版、访谈节目等,充分发挥积极引导作用。各地要围绕“4·23”世界读书日、“六一”国际儿童节等重点节庆日,开展全民阅读宣传推广工作,不断提高社会影响力。各地新华书店及各类书店在4月23日当天可以通过开展优惠售书活动,延长营业时间,方便读者购书。
9、 Strengthen public reading and publicity services. Actively utilize media such as newspapers, television, radio, and the internet to strengthen the placement of public service advertisements for nationwide reading. Continue to organize member units of the “National Reading Media Alliance” to go deep into the grassroots, carry out the “Bookish China Journey” activity, and fully leverage the publicity and promotion functions of new media. Encourage all types of media to organize columns, special topics, special editions, interview programs, etc. for national reading, and fully play a positive guiding role. Various regions should carry out nationwide reading promotion and publicity work around key festivals such as World Book Day on April 23rd and International Children’s Day on June 1st, in order to continuously enhance social influence. On April 23rd, Xinhua Bookstores and various types of bookstores in various regions can extend their business hours and facilitate readers’ book purchases by launching discounted book sales activities.
十、推动阅读立法阅读规划。加快推动《全民阅读促进条例》立法进程,发布《国家全民阅读中长期规划》。各地要学习借鉴江苏省、湖北省的全民阅读地方立法成功经验,推动本地的全民阅读立法工作,将全民阅读尽快纳入法制化轨道,推动全民阅读工作常态化、制度化。各地要组织编制全民阅读规划及实施计划,进一步确立全民阅读的战略目标、重点任务和保障措施。
10、 Promote the reading of legislative reading plans. Accelerate the legislative process of the “Regulations on the Promotion of National Reading” and release the “National Medium – and Long Term Plan for National Reading”. All regions should learn from the successful legislative experience of Jiangsu Province and Hubei Province in promoting local legislation on national reading, and quickly incorporate national reading into the legal track to promote the normalization and institutionalization of national reading work. Each region should organize the formulation of national reading plans and implementation plans, further establishing strategic goals, key tasks, and safeguard measures for national reading.
十一、加强全民阅读组织协调。已经建立全民阅读组织领导机构的地方,要进一步完善体制机制,充分发挥各部门各单位的作用,整合资源,形成合力,认真开展全民阅读工作。其他地方要尽快协调有关部门和单位建立全民阅读组织领导机构,组织开展本地区的全民阅读工作。
11、 Strengthen the organization and coordination of nationwide reading. In places where leadership structures for national reading organizations have been established, it is necessary to further improve the institutional mechanisms, fully leverage the roles of various departments and units, integrate resources, form a joint force, and conscientiously carry out the work of national reading. Other regions should coordinate relevant departments and units to establish a leadership structure for national reading organizations as soon as possible, and organize and carry out local national reading work.
各地新闻出版广电局要根据本通知要求,精心制订本地区2015年全民阅读活动工作方案,加强全民阅读工作所需人员、经费等的投入,切实履行好全民阅读工作职责,并认真总结2014年开展全民阅读活动的相关工作情况,于3月20日前一并上报总局出版管理司。
